CHARLOTTE, NORTH CAROLINA / RankWire.AI / – Bank of America has announced the launch of a $250 billion plan aimed at financing and bolstering vital infrastructure projects across the United States. This 18-month initiative was unveiled on August 12 and will encompass eligible activities from January 1, 2026, through July 4, 2027. The focus of the Critical Infrastructure Finance Initiative includes areas such as digital systems, energy and power, as well as fundamental infrastructure, coinciding with the celebration of the United States’ 250th anniversary.

The $250 billion goal is designed to encompass various forms of financial activities, extending beyond straightforward loans or direct investments. Bank of America intends to count eligible primary-market lending, investments, capital markets transactions, and advisory services toward reaching this target. The program also includes banking and supply-chain solutions for qualifying projects, allowing financing at both corporate and asset levels. The bank plans to collaborate across public and private markets as organizations seek capital for large-scale infrastructure projects.
Digital infrastructure is identified as one of the program’s three principal categories, with eligible projects ranging from data centers, computing hardware, chips, and telecommunications networks to semiconductor infrastructure. Energy-related projects may involve traditional and renewable power generation, storage solutions, and distribution systems. Core infrastructure encompasses transportation networks, electric and energy transmission, grid enhancements, water systems, critical minerals, and mining activities. The bank noted that these categories reflect increasing demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains across the country.
Funding covers digital, energy, and core infrastructure sectors
According to Bank of America, the initiative will mobilize capital through its global markets platform, advisory services, and balance sheet, with its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams at the forefront. All eight of the bank’s business lines will contribute to the effort. Jim DeMare, co-president of Bank of America, linked this initiative to infrastructure that underpins the economy, energy security, and technological progress. The bank expects that eligible transactions will help meet the $250 billion goal during the program’s duration.
The plan also emphasizes employment and community growth, asserting that infrastructure financing can create jobs in construction, manufacturing, technology, and ongoing operations. Projects such as data centers, power plants, transportation systems, and grid upgrades necessitate workforce involvement both during construction and in continuous operations. Moreover, the bank supports workforce training initiatives through partnerships with employers, nonprofits, and community colleges, having allocated nearly $40 million in 2025 to over 730 workforce development partners across U.S. markets.

Those workforce partners reported that their programs helped connect more than 90,000 individuals with jobs in 2025, while also providing over 290,000 people access to training, education, and career preparation programs. Bank of America mentioned these figures separately from its infrastructure financing target. Karen Fang, the bank’s global head of infrastructure and sustainable finance, explained that large infrastructure projects require financing across interconnected sectors and also serves as co-head of Global Capital Solutions.
Progress will be measured based on eligible activities completed within the designated 18-month period, following the methodology employed for its existing $1.5 trillion, 10-year sustainable finance goal. The new initiative specifically targets infrastructure development and modernization in the United States. Its conclusion date of July 4, 2027, extends the program by a year beyond the country’s 250th anniversary. The bank stated that this financing effort aims to support nationwide infrastructure, economic growth, employment opportunities, and community development.
